The E-Government Development Index (EGDI) is a comprehensive composite measurement established by the United Nations Department of Economic and Social Affairs (UN DESA) to assess the digital governance landscape across all 193 Member States. Rather than measuring e-government in an absolute sense, the EGDI provides a comparative performance rating that reflects how nations utilize information technologies to promote access, inclusion, and the delivery of essential public services. As of the 2024 UN E-Government Survey, the index emphasizes "Accelerating Digital Transformation for Sustainable Development," tracking a significant global upward trend where the population lagging in digital development has nearly halved since 2022. The EGDI is mathematically derived as a weighted average of three normalized dimensions: the Online Service Index (OSI), the Telecommunication Infrastructure Index (TII), and the Human Capital Index (HCI).
